A hooligan is pestering Dexters new neighbourhood, and a neighbourhood watch group is set up to tackle the problem. This, along with other added security measures such as super sensitive motion detecters attached to powerfull torches is bound to make Dexters nightly activities a lot tricker, so he sets out to take care of the hooling himself and calm the neighbours. Meanwhile, the Trinity killer goes after his second victim.
